Memcache interface in "Service Tools" section

I propose we add memcache interface to "Tools -> Service" section. What's included:

• ability to set any site-based key's value by it's name
• ability to get any site-based key's value by it's name
• list of common cache keys for easy retrieval, like "master:configs_parsed", "master:sections_parsed"
• ability to reset all site-based cache with one click (already there)
