Making "In-Portal Admin Console" easier to understand

We had nice question mark in every window in In-Portal 4.3.9 and below. This
was changed to central question mark in top frame, that isn't that easy to
use actually. That new question mark goes to In-Portal Wiki, but no help
pages where transferred there from In-Portal 4.3.9 version.
So I've transferred help text from In-Portal 4.3.9 to
http://docs.in-portal.org/eng/index.php/Main_Page .
Now you can access that old help info by clicking question mark in top frame
(near language selector).
While putting that translations into Wiki I've found, that this central
question mark is damn hard to use. Old style, when each window header
contained question mark was a way easier.
Also it's impossible to open help screen from item editing screen (like
"link review editing"), since help icon is grayed out in parent window when
"Modal Window" mode is used.
