Column Picker Permissions problem

if the group does not have access rights section = "in-portal: root"
and has a small number of sections.
Users are not able to use the Column Picker
+ When the window picker opens, brovser issues the following:
The page isn't redirecting properly
Firefox has detected that the server is redirecting the request for
this address in a way that will never complete.
* This problem can sometimes be caused by disabling or refusing to
accept
           cookies.
Think it necessary to come up with replace section = "in-portal: root"
OR add Default permissions  for in-portal:root while creating new
groups
For Test - Create New Group and add Permission for Users Section after
it Select column Picker.....
