"Groups" menu not present in 502

I've installed a fresh 502 grab from in-portal.com (and tried to re-
install 2 times), and I can't see "Users Management > Groups" menu.
I had the same result using 502 from SVN (svn export --username guest
svn://source.in-portal.org/profiles/in-portal.community/releases/5.0.2)

Did I missed something?
