[in-bulletin] Fix 80 notices on "My Preferences" page

The "Home > My Account > My Preferences > Forums" page has 80 notices on it, when forum settings are being displayed. This happens because they're not declared in the "user-profile" unit.

Solution

Declare all forum user preferences in the "user-profile" unit.
