[in-bulletin] Poll comment validation error not displayed

When user submits a comment adding form on a poll more then one per hour he should get a error message "Already Commented".

I discovered that it doesn't due typo error:

• field in database is called CommentBody
• but error set to CommentText field, which doesn't exist
