Upgrade nlsMenu in Admin Console [5.3.0-B1]

The version of nlsMenu library (all dropdown menus on toolbar are created through it), used in Admin Console is quite old and doesn't support dynamic hiding of menu entries (it only supports disabling them).

I recommend doing an upgrade at some point.
