Small help to In-Portal translators

I propose to display % of phrases translated for each language listed in
"Regional" section.

This % will be calculated as *<number_of_translated_phrases> /
<number_of_phrases_on_primary_language> * 100*.

Only phrases of "*Front-end*" and "*Both*" type will be counted, since it's
not practical to translate Admin Console on every language.

This will be new column of course. Maybe "% Translated" will be the best
name for it.
