Issues with JAVA compressions mechanisms

Looks like some of In-Portal Users are having issues with Java compression
that we are trying to utilize when JS compress.

I have came across this already 2 times. Once Java command
is eliminated everything loads just fine. Otherwise, it's never ending
loading page which most likely caused by Server misbehavior. Of course it's
shared/virtual accounts.

May be we should use Java only when we know it's working so it's enabled as
a setting or something to optimize the performance?
