[in-link] Too small description area for Links [5.3.0-B1]

Mostly the website content is entered in Admin Console. Some of the content is entered on Front-End as well. For that reason interfaces for entering new content must be user friendly.

Recently I've tried to add a Link and noticed, that textarea for entering description is only 1 line tall compared to similar control on the section adding template:

Find usages of textarea control across the Admin Console and adjust it's height to be user friendly.
