Language packs not in latest format on 5.2.1-B1

I've installed a project based on In-Portal 5.2.1-B1 release. Then I've added some phrases to Custom module and performed language pack export. When comparing newly exported language pack with existing one I should see only my changes, but I saw also that language pack format/version was changed.

We need to make sure, that in 5.2.1-B2/RC1 we'll have language packs for all modules in latest format.
