Modal windows no longer draggable [5.2.2-B1]

When 2nd modal window is opened (e.g. user opens category editing and then open an image editing window), then neither of modal windows can be dragged using header:

If 2nd modal window isn't opened then 1st modal window can be dragged as usual.
