Switch to stable annotation library version

Recently the 1st stable version of annotation library was released on Packagist and therefore it's @dev constrain can be removed from composer.json. In fact whole library reference can be removed, because it's included through used QA-Tools library.

Solution

Remove annotations library reference from composer.json.
