[system log] Missing permission on "System Log" section

We've added new "System Log" section in 

Error rendering macro 'jira' : Unable to locate Jira server for this macro. It may be due to Application Link configuration.
 task. After doing a clean install I've noticed that this section isn't visible by default to any administrator.

This happens because of missing permissions in /core/install/install_data.sql file.
