In-Portal uses Libchart library to draw some In-Commerce order-related graphs.

It seems, that library's developer have performed incorrect conversion of all PHP files, used in the library, resulting in broken UTF-8 symbols in each file.

In long term we plan to move to Highcharts JS library.
