I've noticed, that every time when I try to create Admin user from Admin
Console it's added to "Users" list instead of "Administrators" list, but
with "admin" group set as Primary.
Task:
Error rendering macro 'jira' : Unable to locate Jira server for this macro. It may be due to Application Link configuration.
Ready for testing.
