Upgrade to CKEditor

Hello,

I'd like to bring up the idea that we upgrade to CKEditor (latest
version is 3.2). This is the latest version of FCKEditor (name has
changed). Based on the demo

There are improvements to interfaces, faster load time and bug fixes.
The new version has this bug partially fixed

INP-375 - Getting issue details... STATUS

(No Vertical scrolling in
File Browser in FCKEditor) - based on the demo, it is fixed in
Thumbnail View but still not in List View. Thumbnail View is much
better anyway.
