Don't detect IP address during CLI requests

Description

When In-Portal is used from command-line (e.g. run_event.php script) IP address is detected as NULL resulting in SQL error during session creation.

Additional information (do not use)

Fact, that session is created when In-Portal is used from CLI is matter of another task and won't be fixed as part of this task.
