Logged-in user not available in OnAfterConfigRead event

User, which is currently logged-in is not available in OnAfterConfigRead
event. Here is one of immediate side effects of this:

1. goto users list
2. open new user adding form
3. go to "Images" tab

Groups tab will appear from nowhere.

Task:

Error rendering macro 'jira' : Unable to locate Jira server for this macro. It may be due to Application Link configuration.
