When order is submitted on front-end, then it has "Pending" status in administrative console. All pending order details, like address or contents can't be changed and order editing form is displayed as read only when you are trying to edit that order.
In such read-only mode you see "1-0" instead of "000001-000" as order number on "General" order editing tab.
