[wordpress] Create WordPress Plugin

The WordPress is quite popular and people do install In-Portal and WordPress on same server to use them together. To make using In-Portal features within WordPress template easier I propose that we developer official In-Portal plugin for WordPress.

At Intechnic own projects we already use sort-of plugin, that provides "get_inp_template" function for reading In-Portal templates, but it isn't properly structured yet.

Then we can post it on https://wordpress.org/plugins/ for people to use.
