Review Process Explanation

I'd like here to discuss with you about review process. As far as I've tested, it seems that item owner (link or article) don't receive any mail to inform him about new comment on his item. Am I wrong?

Could you please describe here what actions are performed by In-Portal upon link submit/approve/decline?
