This problem was reported by Andrew, i dont have any information on how
to repeat this. Gleb also says that he had seen this. So i assume that
this is error, which pops out randomly.
In admin, in the left menu, under structure & data categories are
duplicated. Both have nothing sensitive rewritten in categories_eh.

Two projects were found to replicate this error, version information:
In-Portal 5.1.1 + In-Commerce 5.1.0
and
In-Portal 5.0.1 + In-Commerce 5.0.1
