Before In-Portal 5.1.0 we had "phrases_edit.tpl" template on Front-end, that
was used to translate missing phrases. While in debug mode all
non-translated phrases were displayed as links. When such link was clicked,
then user was redirected to that "phrases_edit.tpl" template.
After phrase creation user was returned to the page, where missing phrase
link was clicked. Now (in 5.1.0 version) it no longer happens.
