When doing a complete cache reset an admin tree sections are rebuilt as
well.

However in the process OnAfterConfigRead events are called too resulting
code listed there executed once more.

This doesn't do much harm, unless you're adding values to unit config (e.g.
adding LEFT JOIN to sql) instead of replacing them. As a result double LEFT
JOIN is added causing SQL error.
