- when form is created, then we should grant full access to that form's section to whoever can access "Website & Content > Forms" section
- when form is deleted, then we should revoke all access to the section, where this form submissions were viewed
P.S.
Current workaround is to manually grant needed rights from "User Management > Groups" section after form is created.
