A section is displayed in grey color in Admin Console Tree, when it is visible in debug mode only (set in interface preset) and debug mode is enabled for current user (see an image 1). This way developer can easily stop what website owner won't see when debug mode will be enabled.
However same behavior doesn't apply to page, where developer is setting permissions to a group. This way it may seem, that permissions are properly set, but section is still hidden, because it's enabled for debug mode only.

Described behavior can be observed at "User Subscriptions" section on both images. They must have same gray color, but they don't.
